Eugene primarily focuses on advising local government clients about FOIA, OMA, real estate
and land use matters. He regularly drafts intergovernmental agreements and contracts for services and equipment, personnel policies, as well as ordinances and resolutions. Eugene also represents various clients at administrative adjudications, traffic prosecutions, and board meetings. He is a frequent contributor to various publications, including the Municipal Minute and the Ancel Glink Today newsletter.

When not zealously advocating on behalf of Ancel Glink’s clients, Eugene enjoys spending time
with his family and friends, traveling, and fervently supporting the Chicago Bears and Chelsea FC. Eugene also enjoys lifting weights, attending sporting events, playing fantasy football, watching movies, and eating pizza, burritos, and sushi.
