Todd has more than 30 years of experience in the practice of local government law and has served as Corporation Counsel to several municipalities.

Todd Greenburg grew up in Danville, Illinois.

He was an associate member of a private law firm in Danville and has been an assistant State’s Attorney for McLean County, Illinois, a Deputy Corporation Counsel for the Town of Normal, Illinois, and Corporation Counsel for the cities of Bloomington and Springfield, Illinois. In 2023, he joined Ancel Glink, P.C. While with Ancel Glink, he served several months as the Interim Corporation Counsel for the City of Joliet.

Mr. Greenburg has represented municipalities before the Illinois Supreme Court, the Fourth District Appellate Court, and the federal Central District of Illinois as well as numerous Circuit Courts. He has practiced before administrative agencies at both the local and state level. He has provided legal opinions to municipal officials on matters of federal, state and municipal law, drafted ordinances, and negotiated union contracts, property acquisition and annexation agreements, as well as numerous intergovernmental agreements. He serves as the Administrative Adjudication Hearing Officer for a number of municipalities.

He lives in Normal, Illinois with his wife, Cindy.
