In Adam’s practice he services municipalities, park districts, libraries and small-to-medium size businesses. He has a depth of experience in public finance, zoning and economic development, green energy, right-of-way management and telecommunications.

Adam emphasizes responsiveness and pragmatic solutions when counseling clients.

In relation to public finance, Mr. Simon has served as underwriter’s counsel and issuer’s counsel for referendum and non-referendum general obligation bonds, limited bonds, alternate revenue bonds, debt certificates and installment purchase agreements. He assists nearly all the firm’s clients with their tax levy and budget ordinances, investment policy and financial policies and procedures. Mr. Simon has a strong familiarity with the Tax Cap and develops strategies for taxing bodies to maximize their revenue and spending flexibility. Adam leverages this experience to train appointed and elected officials at conferences and seminars. He is also the author of the Illinois Park District Financial Procedures manual published by the Illinois
Association of Park Districts.

Mr. Simon also applies his public finance experience toward economic development projects.
Adam negotiates public private partnerships and redevelopment agreements designed to leverage
public and private investment to create new development and redevelopment opportunities. He
has assisted with the creation of tax increment finance districts, business development districts,
special service areas and recapture zones. Adam has applied this experience to both public and private sector clients.

Adam has many years of experience negotiating cable franchises and regulating how utilities use the right-of-way, including fiber optic networks and small cellular devices. Mr. Simon served on the committee appointed by the Metropolitan Mayor’s Caucus to negotiate a model cable franchise and has been a member of the Illinois chapter of NATOA for over 20 years. Adam’s telecommunications practice also focuses on cellular leasing and zoning.

More recently, Adam has developed a practice aimed at commercial solar and wind energy generation projects. Between community solar and behind-the-meter projects, Mr. Simon has helped our clients exploit the growth of green energy to save money and control long-term expenses. He has also assisted with drafting local regulations to control how wind and solar generation devices impact neighbors.

ILCMA Special Service Award, 2023 – Adam received recognition for his years of service as a corporate partner to the ILCMA, especially for volunteering to organize and host the virtual
networking and education series called the Idea Exchange.

Hobbies

Adam continues to play soccer despite his aging legs. He also enjoys spinning, including raising money for rare cancer research at Cycle for Survival. In his free time Adam likes reading books about historical fiction, detective stories, thrillers and espionage. While commuting, his favorite podcast is The Rewatchables. Adam is also a die-hard fan of the Bears and Cubs. He also attempts the New York Times puzzles on a daily basis. What is your Wordle starting word?
