Mark practices in the areas of municipal law, zoning and land use, economic development, and code compliance and enforcement litigation.
He advises municipal clients on a variety of governmental issues and transactional matters, including negotiating and drafting contracts, intergovernmental agreements, development, economic incentive and annexation agreements, zoning and land use controls and relief. Mark concentrates on building code enforcement and nuisance properties and has extensive experience litigating demolition cases and code enforcement cases seeking injunctive relief and fines. Mark advises his clients on a variety of regulatory compliance issues, such as prevailing wages, conducting open meetings, advising, responding and litigating Freedom of Information requests, and advises his clients on a variety of other substantive and procedural rules. Mark has prosecuted and defended against foreclosures, administrative review actions, forcible entry and detainer, and tort cases on behalf of his governmental and private clients.
Mark provides services to many governmental clients and currently serves as counsel to the Village of Coal City and Village of Harwood Heights. He graduated cum laude from Marquette University and earned his Juris Doctor from the Boston University School of Law, joining the firm following graduation.
Highlights of his legal practice include:
- Advised numerous municipal boards and zoning advisory bodies
- Negotiated complex economic development agreement and real estate deals on behalf of governmental clients in connection with multi-million dollar commercial and industrial development projects
- Served as issuer’s counsel for public sector bond issues raising tens of millions of dollars in support of public sector capital projects and public-private economic development projects
- Assisted with multi-million recovery effort for southwest suburban community devastated by tornado, including advising as to emergency governmental powers, financing, contract, regulatory and environmental issues
- Successfully litigated demolition and code enforcement cases involving blighted, underutilized and poorly maintained industrial, commercial and residential properties
- Litigated Successfully prosecuted and defended against numerous municipal and private foreclosure actions
- Settled complex environmental contamination litigation
- Successfully defended against numerous administrative review circuit court challenges to administrative adjudication and FOIA decisions
- Conduct transactional work on behalf of governmental clients, including drafting and reviewing contracts and ordinances
- Assist communities in adopting vacant property regulations, priority liens and other tools to address the housing crisis
- Advise communities on day-to-day legal issues relating to regulatory compliance, including issues related to FOIA, Open Meetings Act, meeting procedures, administrative adjudication and zoning hearings

Mark has addressed conferences for governmental attorneys and local government officials on code enforcement, lien practice, and control over the built environment during times of economic crisis.
